About Us
Justice Research Consultants, LLC (JRC) and its principal researchers Eric J. Fritsch, Ph.D. and Chad R. Trulson, Ph.D. have completed annual racial profiling reports for municipal and university/college police departments throughout Texas since 2005. JRC completes annual reports for about 35 police departments each year.
Both Dr. Fritsch and Dr. Trulson hold doctoral degrees (Ph.D.) in Criminal Justice from Sam Houston State University. They completed the comprehensive, multi-year assessment of traffic stops for the Texas Department of Public Safety. The report can be found here. They are co-authors of Racial Profiling and the Political Demand for Data: A Pilot Study Designed to Improve Methodologies in Texas which was published in the academic, peer-reviewed journal Criminal Justice Review. They have also worked with the El Paso, TX police department on the development of a new racial profiling analysis method; officer-to-officer comparisons.
Dr. Fritsch and Dr. Trulson authored Applied Research Methods in Criminal Justice and Criminology (McGraw-Hill, 2014; University of North Texas Press, 2025) illustrating their research expertise.

Our Process
Our annual racial profiling report for your department ensures compliance with Article 2B.0055 of the Texas Code of Criminal Procedure and adheres to reporting standards set by the Texas Commission on Law Enforcement.
It includes an analysis of each of the 13 data elements collected during each motor vehicle stop, an assessment of your department’s racial profiling policy, training requirements, complaint process and public education about the complaint process, and information relating to each racial profiling complaint and disposition.
An analysis of motor vehicle stops by race/ethnicity in comparison to your population is also included.
The annual racial profiling report is structured to include the three-step comparative assessment required by the Texas CCP.

Step 1: Racial Disparities in Vehicle Stops
Evaluate and compare the number of motor vehicle stops, within the applicable jurisdiction, of individuals recognized as members of racial or ethnic minority groups and individuals not recognized as members of racial or ethnic minority groups

Step 2: Traffic Stop Outcomes by Demographics
Examine the disposition of motor vehicle stops made by officers employed by the agency, categorized according to the race or ethnicity of the individuals affected, as appropriate, including any searches resulting from stops within the applicable jurisdiction

Step 3: Searches and Contraband Discovery Rates
Evaluate and compare the number of searches resulting from motor vehicle stops within the applicable jurisdiction and whether contraband or other evidence was discovered during these searches
Instead of the row percentages used in the TCOLE comparative analysis report, the data interpretations in our report focus on column percentages for enhanced understanding and greater interpretive value and include discussions of the methodological limitations associated with analyzing the racial profiling data required by law. Limitations discussed include the problems with comparing traffic stop data to population demographics and how conclusions from the initial stop data cannot be accurately drawn when officers typically do not know the race/ethnicity of the motorist prior to the stop, among others.

The standard cost of an annual racial profiling report is $2,500 per year regardless of the size of the police department or the number of traffic stops completed. There is no long-term commitment. We check with you each year to see if you want to continue to use our services.
